Prior to the adoption of Ord. No. 2437 on 02/06/2006, Section 15.64.030 read as follows.

    The Columbia heritage and preservation commission (hereinafter referred to as "the commission" or the "heritage and preservation commission") shall consist of seven voting members, residents of the city, or persons owning real property located in the city, appointed by the mayor with the approval of the city council. The residency requirement may be waived for one member who must be a member of the Columbia historical society, and in the opinion of the mayor and the city council, to possess special knowledge or expertise in historic preservation or local history.
